In order to implement the planning and deployment of the "20+8" strategic emerging industries and future industrial clusters by the Municipal Party Committee and Government, enhance the basic supporting role of the equipment industry cluster, and based on the spirit of documents such as "Opinions of the Guangdong Provincial People's Government on Cultivating and Developing Strategic Pillar Industry Clusters and Strategic Emerging Industry Clusters", "Opinions of the Shenzhen Municipal People's Government on Developing and Strengthening Strategic Emerging Industry Clusters and Cultivating and Developing Future Industries", and "Implementation Plan of the Shenzhen Municipal Party Committee and Government Office on Accelerating the Development of New Quality Productivity and Further Promoting the High quality Development of Strategic Emerging Industry Clusters and Future Industries", combined with the actual situation of our city, the following measures are formulated.
This measure aims to accelerate the development and industrial application promotion of new products, technologies, and processes in industrial clusters such as industrial mother machines, robots, precision instruments and equipment, rail transit equipment, marine engineering equipment, and high-tech ships. Priority support will be given to eligible products, platforms, and projects in terms of industrial policies, financial support, industrial space, talent rewards, and platform services. For major strategic original projects, special support will be provided through "major scientific and technological research and development projects+first (set) policies+municipal government guidance fund support+post award subsidies".
1、 Breakthrough in major equipment technology
We strive to achieve breakthroughs from scratch and solve the bottleneck problem of cutting-edge technology by focusing on wafer manufacturing equipment, front-end process equipment for panel manufacturing, as well as high-end CNC machine tools, precision instrument equipment, and marine engineering equipment with strategic significance.
(1) Implement a major strategic original project research and development plan. Around wafer manufacturing equipment such as thin film deposition equipment, ion implantation machines, and thin film measurement equipment; Pre - and mid process equipment for panel manufacturing such as exposure machines; Ultra precision CNC lathes, milling machines, grinders, and composite machining machines; High end electronic testing instruments, geometric measuring instruments, and scientific experimental instruments; For major deep-sea mining equipment and core components, major technical equipment research and development projects will be carried out, and a maximum of 30 million yuan in funding will be given proportionally. (4) Support the development of special materials such as high-precision mechanical structural components. Support material companies to collaborate with equipment companies and research institutions to develop high-performance materials, with a focus on developing high-strength, fatigue resistant metal composite materials for reducers, machining tools, precision bearings, precision screw rods, and permanent magnet materials for high-speed motors. For new material products that meet the conditions and are included in the first batch of application demonstration catalogs for key new materials, a maximum of 10 million yuan in subsidies will be given proportionally based on sales revenue within a certain period of time. (7) Support the development and application of intelligent networked systems for equipment. Support equipment enterprises to develop system modules for equipment data collection, cloud networking, online detection, heterogeneous network interoperability, and remote ship operation and maintenance, enhancing the intelligent networking capabilities of the manufacturing industry's digital transformation. Encourage enterprises implementing technological transformation projects to purchase new industrial internet equipment with deep perception, intelligent decision-making, and automatic execution functions. (8) Support the promotion and application of autonomous and controllable equipment interconnection protocols. Support CNC equipment to be built-in or compatible with the NC Link interconnection communication protocol standard, and industrial software to adapt to the NC Link interconnection communication protocol standard, forming a unified standard that is conducive to the digital transformation of the manufacturing industry; Support the application of NC Link protocol standards in digital factories/workshops, and form a demonstration of digital solutions for factories/workshops based on the NC Link protocol. For enterprises that develop products that meet the first (set) catalog, a maximum of 10 million yuan in subsidies will be given proportionally based on the actual total sales of the products within a certain period of time. For projects such as platform construction, technology research and development, and demonstration applications of manufacturing innovation centers, a maximum of 50 million yuan in funding will be provided proportionally. For the national and provincial manufacturing innovation center funding that has been allocated, a maximum of 1:1 matching support will be given. (20) Develop supporting implementation measures or operating procedures. Each department of the municipal government shall formulate supporting implementation measures or operating procedures, and strengthen the performance evaluation of policy measures, dynamically adjusting them according to the implementation effect. Each district government, new district management committee, and Shenzhen Shantou Special Cooperation Zone management committee may formulate implementation measures based on the actual situation of their respective districts and in accordance with this policy measure. Taking "digitalization" as the core driving force, we aim to achieve demonstration, promotion, and industrial application of core digital equipment products. The third is to make key breakthroughs and solidify the foundation. Support technological breakthroughs in key areas and critical links of high-end equipment, and achieve the goal of upgrading the industrial foundation and modernizing the industrial chain. The fourth is market-oriented and open cooperation. Utilize market advantages and domestic demand potential to promote the healthy development of the high-end equipment industry.

The "Several Measures" mainly include the following seven parts: increasing the overall planning of cluster development, breakthroughs in major technological equipment, breakthroughs in key supporting infrastructure, promoting the high-end development of equipment, improving the digitalization level of equipment, strengthening the promotion and application of equipment, improving the innovation ecosystem, and other matters. The second is the standard protocol for equipment digitization, which focuses on supporting CNC equipment to be built-in or compatible with NC Link interconnection communication protocol standards.
